The TCPA (Telephone Consumer Protection Act) is the federal law governing calls and texts, particularly automated ones. Autodialed or prerecorded messages to cell phones generally require prior consent, regardless of whether the call is B2B or B2C.
A live person manually dialing a business's listed number is meaningfully lower-risk than an autodialer campaign — "it's a business number" isn't by itself a blanket exemption once automated technology and a cell number are involved. State-level telemarketing laws can add requirements on top of the federal baseline.
